Payment
- Payment can be made by campus chartstring.
- A chartstring is required for clean up after all events where any food and/or drinks are served.
- For UCB groups paying by check, a deposit is required as collateral against cleaning fees or property damage. The deposit is 50% of total room rental fees and should be paid with a separate check so that it can be returned.
Cancellation Policy
Due to a high demand in room rentals, cancellation fees will apply to confirmed reservations as follows:
- Cancellations are subject to a fee of $ $100 if cancelled 48-72 hours before event.
- Notice of a cancellation must be given in writing.
General Guidelines
- Reservations must be made no later than two weeks prior to the event date. Requests will not be accepted within two weeks of the event date.
- All required permits and services must be approved before reservation is confirmed.
- Reservations will not be accepted more than three months in advance of the event date.
Event Hours/Security
- All events must end by 10:00 pm.
- If your event is on a weekend or outside normal business hours, 8AM-5PM, you must arrange for a UCPD Security Patrol Officer (SPO) to be present for the after-hours period of the event. Police Services Request Form.
- Current recharge rates for Campus Police can be found on the Recharge Committee website.
- Provide a copy of the approved Police Services form to the Facilities Manager no later than one week prior to the event date. Fax to 666-9128 or email to blumhall@lists.berkeley.edu.
- Building use is not permitted during normal campus closure periods such as holidays and University breaks, etc. UC Berkeley Academic Calendar.
Reservation Time
- Event organizers must include in their contracted hours of rental sufficient turnover time for setting up and taking down of events. Typically, this means 1.5 hours prior to and 1 hour after the event.
- Access to the rented room will not be permitted until the time for which it is contracted.
Entry Doors/Access
- Entry doors are controlled by central campus. Building access must be arranged with the Facilities Manager no later than three business days in advance of event.
- No changes can be made once entry access schedule has been confirmed by the Facilites Manager.
Lesee/Sponsoring Organization’s Responsibilities
- Users agree to abide by the Rules of Conduct in Campus Buildings.
- All groups are responsible for returning the facility to its normal condition at the conclusion of the event. This includes replacing all moved furniture. Room/furniture layouts
- Users are responsible for making sure all trash is deposited in the waste containers, all equipment & supplies from your event are removed and the room is returned to its original condition.
- If extraordinary cleaning/repair is deemed necessary, the additional vendor contractual fees will be recharged to the event organizer/sponsor. This includes moving services fees to reset any moved furniture.
- Cleaning fees will be billed accordingly. Any debris abandoned after the event will result in loss of security deposit or charge to chartstring.
- The sponsoring organization is financially responsible for any damage to the building, equipment, and/or furnishings caused by persons attending the event.
- Fire, including candles of any size, are not allowed in Blum Hall.
- Special requests such as additional furniture must be pre-approved by the Facilities Manager. If additional furniture or assistance with setup/takedown is required, contact UC Movers at (510) 643-6262. There is a charge for all services provided by UC Movers.
Signs
- No signs, banners, posters or decorations may be nailed, tacked or affixed in any way to the interior walls of Blum Hall.
- Signs may be posted using blue painter’s tape only. No scotch tape, masking tape, packing tape, etc. is allowed.
- Banners must be draped on a table or affixed to podium with blue painter’s tape.
- Damage to the walls and will result in loss of security deposit or charge to chartstring.
- Tape can be obtained from the Facilities Manager.
- All interior and exterior signs must be removed at the end of the event.
Audio/Visual:
- Arrangements must be made at the time of the reservation request for A/V equipment rentals. Rooms are equipped with a projector, screen and speakers. Microphones, assistive listening devices, or podium are available upon request (see rental costs).
- Arrangements must be made in advance of the event with the Facilities Manager for instruction on using the A/V systems.
- Any other A/V requirements, such as video recording, should be arranged through ETS.
Additional Services:
- The user must provide proof of all services required for your event, including but not limited to security, EH&S food permit, alcohol permit, etc. within two weeks of submitting your room reservation request. Failure to do so will result in loss of your reservation and forfeiture of your deposit. If special circumstances prevent you from complying with this requirement, please contact the Facilities Manager immediately after submitting your room reservation request to make alternate arrangements.
- Arrangements for food service, clean-up, furniture movement, additional A/V, and event promotion must be made at user's cost.
- The Blum Center does not provide posters, nametags, registration, website development, catering, room set up or other event services. These are fully the responsibility of the event planner(s).
Food
- All food served must be professionally catered.
- A food permit from EH&S is required for events open to the public and/or you will charge admission. EHS Food Permit Application.
- Arrangements for food service, clean-up, furniture movement, and event promotion must be made at user's cost.
- No red wine, coffee, or other dark-colored liquids are allowed in room 330.
Certificate of Insurance
- Any caterer may be used, provided that the caterer has a current Certificate of Insurance. Fax a copy of the declaration page to the Facilities Manager at (510) 666-9128.
- Certificates of Insurance will also be required for any other groups who will be in the building providing services for your event such as florists, musicians, etc.
- Certificate of Insurance Guidelines:
- General Liability Insurance with at least $1,000,000 worth of coverage
- Individual or Company name must be listed on the policy as Insured
- The REGENTS OF THE UNIVERITY OF CALIFORNIA must be listed as “additional insured”
- The certificate must list the INSURER’S name and contact information
- The policy start and end date must be valid and listed on the certificate
- Auto Liability Insurance with at least $1,000,000 worth of coverage – if a representative will be driving on University property
- Proof of WORKER’S COMPENSATION - if a company employee will be working on University property
Parking
- Special event parking arrangements may be requested through the Parking and Transportation Department: (510) 642-4283 or http://pt.berkeley.edu/.
- Please note that The Blum Center cannot assume the responsibility for parking violations incurred while visiting or renting Blum Hall facilities.
Permits
- Fire permits must be obtained for BBQs or other uses of fire, such as hotplates or candles. Please contact the fire marshal at (510) 642-5995 or jdemille@berkeley.edu. Fire Marshal
- If alcohol will be served, the event coordinator must fill out an Alcohol Permit and have it approved by the Facilities Manager. No alcohol may be served at a student event without a faculty sponsor who will be present for the duration of the event. Alcohol permits can be obtained from UCPD. Alcohol Permit Request.
- A food permit from EH&S is required for events where food will be served if the event is open to the public and/or you will charge admission. EHS Food Permit Application.
Be sure to review the Campus Alcoholic Beverage Policy.
Student Groups
- Student groups must first be registered with Campus Life & Leadership. Groups that are not registered with Campus Life & Leadership need to obtain insurance for their event through the Office of Risk Management.
- Students and Non-campus groups wishing to reserve facilities must obtain a facilities use permit.
- Student groups must also have a valid/current Student Organization Verification Form from the Center for Student Life.
Non-UC Groups
- Non-campus groups wishing to reserve facilities must obtain a facilities use permit.
- Non-UC groups also need to submit a Certificate of insurance.
Liability
The sponsoring organization renting the facility is responsible for:
- Any damage to the building, equipment, and/or furnishings caused by persons attending the event.
- Enforcing UC Berkeley alcohol guidelines and smoke-free policy.
- Restoring the facilities to their original state after the event.
Disclaimers
- The Blum Center is not responsible for items left on premises by the lessee or guests. All goods and/or equipment must be removed from the premises immediately following the conclusion of the event.
- The Blum reserves the right to refuse future rentals to organizations that do not comply with these policies.
- Exceptions to any of these policies are not valid unless approved in writing by the Blum Center Executive Director.
- All reservations are subject to cancellation by the Blum Center Executive Director.
Confirmation
Reservations are confirmed and guaranteed only upon receipt of all applicable forms and fees. It is not possible to place a "hold" on a room, other than by booking it.
Confirmation of all required arrangements, e.g. work order numbers, must be emailed to blumhall@lists.berkeley.edu no less than seven business days before the event.
No reservation request is confirmed unless written confirmation is received by applicant from the Facilities Manager.
